Service Centre for Deaf and Blind individuals via broadband connection

The project began with a vision that there should be a service centre for deaf and blind individuals that is easily accessible via the internet. The service centre enables Deaf and Blind individuals to receive support and have questions about their environment answered.

This communication between the service centre and the individuals utilizes a broadband connection with video, text and speech. There is additional webcam that can be controlled remotely to assist the deaf and blind individuals to identify objects such as contents of a soup can or a printed postal letter.

This innovation solution has solved many problems and tasks for deaf and blind individuals thus empowering them to lead more independent lifestyle, devote more time to meaningful activities such as working or leisure time.

Föreningen Sveriges Dövblinda (Sweden Deaf and Blind Association) officially proposed this project through the association known as Fruktträdet (Fruit Tree) which piqued Omnitor's interest to get involved. Omnitor handled the project management, techincial activities and implementation of the technology. Stockholmstolkarna AB (Stockholm Interpreting Centre) manned the Service Centre with carefully selected staff that has had a lot of experience as sign language interpreters.

The Allan eC software from Omnitor was used as a communication medium for the Service Centre and the Deaf and Blind individuals. Allan eC was modified to add some features such as the screenreader program, speech synthesizing program and braille display so the Deaf and Blind individuals would be able to fully benefit the advantages of the service centre.

The specialized presentation remote control camera has zoom, turn and tilt functions, used along with videoserver from Axis. The video from the specialized camera is shown in a different window so the worker at the service centre can view two videos from the deaf and blind individual at the same time.

There were four users that participated to test the trial version of the project for about eight months. At the end, the judgment was unanimous that this technology has opened up the possibilties for Deaf and Blind individuals to commmunicate with everybody, and that this technology provides very important and useful service.
